Most approaches to designing tasks and assessments for developing spoken fluency in English are based on guesswork, that is, they are based on inadequate information and knowledge of the language or discourse patterns required to perform fluently in spoken English. As this paper will demonstrate with reference to examples of assessments used in one university language program, the methodology employed to design speaking assessments is not informed by studying real language use. As a consequence, the assessments and the materials used to prepare learners for them tend to be vague, artificial and limited in their description of the spoken language. This paper attempts to address this issue by proposing a methodology for designing tasks and assessments that cultivates learners’ spoken fluency by studying authentic examples of fluent English speakers engaged in various speaking tasks. In doing so, it responds to Sinclair's (2004, p. 23) call to “trust the text” or to base our conclusions about language on real examples of language in use and be open to what they tell us. The paper begins by exploring the principles of speaking-test design. Using examples from a university course, it demonstrates various issues with the design of speaking tests in that course. It then presents a methodology for designing speaking test rubrics that is based on samples of real language use. It concludes by providing recommendations on designing speaking tests and other types of language assessments.

This paper considers issues related to the textual organization of university lectures and the degree to which they are comprised of conventionalized text-organizational schema or genre stagings. It utilizes a dataset of video recordings and transcripts of four social science lectures which were delivered by two lecturers at a university in Japan in 2003, and offers findings which demonstrate that lecturers draw on a range of ready-made genres of the type which have been described in the so-called Sydney School genre literature and combine these conventionalized genres into genre complexes, which appear not to be conventionally or predictably ordered. The paper also offers some insights into at least one aspect of the distinction between online (spontaneous/spoken) versus offline (prepared/written) language. Specifically it shows that lectures, as instances of spoken, apparently extemporaneous language do, to a significant degree, rely on pre-fabricated and culturally recurrent textual arrangements which the speakers draw on as they spontaneously produce the current communicative event.

In international education, the ability to comprehend English-medium lectures has become an important benchmark for many students from non-English speaking cultures, yet the issue of second-language lecture comprehension has received only occasional attention by scholars. This research aims to address this gap by exploring the linguistic factors that affect lecture comprehension of Japanese users of English in an English-medium lecture course at Ritsumeikan Asia Pacific University (APU) in Japan. It identifies the key linguistic factors that are likely to pose a challenge for non-native users of English in this context and investigates the effects of these factors on the comprehension of the participants as they attend lectures in the course. It concludes with recommendations for improving lecture comprehension and options for future research in this area.
