概要	This study developed a bibliometric tool to predict the quality categories that determine United Kingdom Research Excellence Framework funding. Using journal impact-factor thresholds in neuroscience, psychiatry, and psychology, the model predicted high proportions of four-star, three-star, and two-star outputs and was then tested in biological sciences. The tool is presented as a forecasting aid for selecting outputs and estimating allocations, not as a replacement for peer review. Its value lies in transparent, reproducible planning, while its reliance on journal-level metrics means predictions should be interpreted cautiously for individual articles.
