概要	The chapter interprets the trajectory of human security thinking and practice in, and as influenced by, the UN development system. It looks at four levels: a human security norm; a frame for analysis to investigate (non-)achievement of the norm; a policy perspective of principles that promote achievement, including the theme of common (shared) security; and relevant methods and tools in research, planning and action. We need to think at all four levels; for the possible impacts of a human security norm may come through various channels, by influencing attention, analysis, policies and behaviour. The chapter notes both some explicit uses, like the work of the UN Human Security Unit, and the indirect and partial impacts and influence of a human security perspective, as in the MDGs regarding basic material needs, in Agenda 2030 and the SDGs regarding some other matters too, and in better connecting development thinking to work on conflict, disasters, and humanitarian relief.
