概要	The implications of the continuing humanitarian crisis in North Korea (NK) are profound for states in the East Asia region. The suffering of the people of NK should induce consideration on moral grounds alone, but apart from this there are also more direct strategic and long-term international political issues which affect all regional states, and need to be considered seriously. This paper considers regional attitudes to humanitarianism in general, then the regional response to humanitarian disaster in NK, including the question of regional attitudes to the emerging “responsibility to protect” (R2P) international doctrine. It will also consider the strategic implications of continued humanitarian crises and how they affect relations in the region. It will argue that international humanitarianism as a concept is not well developed in the region, while in addition regional attitudes to humanitarian crises in NK are hardening.
