Details | In the context of e-governance, the challenges faced by developing countries in harnessing the full potential of IT are significant. Harnessing the full potential of IT requires more than just installing a fully functional system − sensitivity to the environment in which the technology must be managed and applied is essential. The required management knowledge is often gained through experience of the deployment of existing technologies and methodologies. Without practical technologies and methodologies, institutions can suffer technical and social problems, leading to slow integration of the system and potential system failures. While technical issues will need to be resolved, change management will also be necessary to ensure that the organizational entity is able to cope with the ensuing change without unnecessarily alarming the stakeholders. Change management will be needed throughout both the planning and execution phases of the project to encourage a smooth and painless transition. This article details the multifaceted nature of change management in electronic re-governance based on the authors’ experience, gained through their practical involvement with the e-pensions system in Sri Lanka. |
